On 31 March 2025, the Securing Semiconductor Supply Chains Act of 2025 was introduced to the House of Representatives. The Act would direct SelectUSA, a program of the Department of Commerce, to coordinate with State-level economic development organisations to support increased foreign direct investment in semiconductor-related manufacturing and production. The Act identifies supply chain vulnerabilities in segments such as fabrication, advanced packaging, and materials and equipment, and outlines the need for onshoring, reshoring, or diversification of these segments. It would require SelectUSA to review existing federal and state-level efforts, assess barriers to investment, and develop recommendations for strengthening domestic capacity in cooperation with trusted partners. The Act would not authorise additional funding for implementation.
