China: Cyberspace Administration of China deployed special campaign “Clear and Bright: Rectification of Abuse of AI Technology”

On 30 April 2025, the Cyberspace Administration of China issued a notice to deploy a three-month special campaign across the country called “Clear and Bright: Rectification of Abuse of AI Technology”. The campaign aims to standardise AI services and applications, promote the healthy and orderly development of the industry, and protect the legitimate rights and interests of citizens. The action will be carried out in two phases. The first phase will strengthen source governance of AI technology, clean up and rectify illegal AI applications, strengthen AI generation and synthesis technology and content identification management, and promote website platforms to improve detection and identification capabilities. The second phase will focus on the use of AI technology to create and publish rumours, false information, pornographic and vulgar content, impersonate others, and engage in online water army activities. Regional cyberspace administration departments are tasked with fulfilling local management responsibilities, supervising platforms, improving review mechanisms, and implementing rectification.
